The Seeds and Seedlings Act designates particularly important kinds of plants and obligates proper labeling of prescribed items when their seeds and seedlings are put on sale. The Act also stipulates the criteria to be met regarding production, dealing, etc. of seeds of designated vegetables.

NCSS implements label examinations and seed quality testing, provides guidance to seed producers and dealers for ensuring appropriate distribution of seeds and seedlings, and issues seed quality certificates.

NCSS is also concerned in official control of GM seed distribution.

Needs for seed health test and GM seed inspection are increasing under such circumstances that methyl bromide is prohibited for soil sterilization and seed distribution is internationalized.

NCSS is one of the member laboratories (accredited laboratories) of ISTA (International Seed Testing Association) and implements seed testing based on ISTA’s rules and issues certificates. NCSS also participates in the OECD Seed Scheme.
